The Legal Division operates as a unit of the Southern African Institute for Policy and Development and seeks to be a regional pioneer in the dissemination of quality legal research, free legal information, public policy dialogue, interdisciplinary professional training, and expert technical assistance.
Division Activities
THE ZAMBIA LEGAL INFORMATION INSTITUTE (ZAMBIALII)
As the sole conduit of free, consistent, and easy online access to legal materials in Zambia, ZAMBIALII fulfils a unique and critical need— both within and beyond the legal community. It is currently one of the fastest growing Legal Information Institutes on the continent.
RESEARCH & TECHNICAL ASSISTANCE
The division serves as a center for short- and medium-term interdisciplinary research projects around legal issues in Zambia and the wider region. The goal is to provide practical, evidence-based, policy recommendations. This flexible, project-specific work is done in conjunction with regional and international collaborators/partners.
The division also provides technical assistance to cooperating partners. Most recently, the division led a Public Expenditure and Institutional Review (PEIR) of the Zambian judiciary on behalf of the World Bank. The focus of the PEIR was a supply-side investigation of justice service delivery in Zambia. A follow-up assignment entitled: Assessment of Access to Justice and Alternative Dispute Resolution Systems in Zambia has also been completed.
LEGAL COMMENTARY
The SAIPAR Case Review (SCR) provides commentary on select judgments of terminal courts (and in notable cases, non-terminal courts) in the Southern African Region. The purpose of the SCR is to raise the discourse around the jurisprudence of these important courts and in so doing, stimulate debate on topics of legal significance and relevance. https://scholarship.law.cornell.edu/scr/.
CONTINUING LEGAL EDUCATION
SAIPAR has been providing Continuing Legal Education since 2013. To facilitate its training program, SAIPAR maintains a cohort of distinguished adjunct- faculty who provide instruction on international commercial arbitration, legal drafting, international finance law, and other topics.
